Research On The Birth Insurance System In China Under The Perspective Of Justice

Birth insurance is one of the basic insurance system of social insurance system. It is a kind of social insurance special for women's protection. The practices of birth insurance system in China indicate that the birth insurance system plays a positive role of promoting our social stability, maintaining female worker's birth rights, and ensuring female worker's life. But if we discuss things from the reformation of social insurance system, the development of the birth insurance system in China is slow, and many problems appear during the reformation stage. This thesis proposes the problems and reasons of the birth insurance system in Shenyang after analyzing the situation. The thesis analyzes problems with the theory of justice by John Rawls in order to find solving counterplans, which can reduce the social disadvantages causing by the problems of the birth insurance system, and has a great practical significance.The first chapter introduces the definition of the birth insurance, the birth insurance system, and the basic contents of the theory of justice. This chapter analyzes the characteristics and the development process of the birth insurance system. The chapter also analyzes the connotation and the application of the justice principles, which can be used as theoretical basis for solving the existing problems of the birth insurance system in China.The second chapter firstly introduces the current situation of the birth insurance system in China and Shenyang. The legislative situation and the executes methods of the birth insurance system in Shenyang are respectively expounded in this chapter. Secondly, this chapter proposes the existing problems of the birth insurance system in shenyang and analyzes the causing reasons. These problems include that the legislation level of the birth insurance in shenyang is low, the coverage is small and the payment is low, the vulnerability phenomenon of enterprise is serious, the differences of birth insurance as a whole area, and birth insurance executes disorder.The third chapter of proposes the solution birth insurance system that to establish healthy birth insurance law system, enlarge the birth insurance coverage and improve pay level,quickening enterprise to society to plan as a whole the self-preservation is excessive, narrowing the birth insurance regional differences, and strengthen the birth insurance management and service system.
