In September 2009, General O ffice of the State Council issued the "guidelines of the State Council on the pilot of the New Rural Social Endowment Insurance system(hereinafter referred to as the NRSEI system)", and decided to launch a new pilot for the system, aiming to achieve a basic implementation of universal coverage for rural residents of appropriate age before 2020. Report of The Seventeenth Party Congress clearly pointed out that: "Social justice is an essential condition for social harmony, and the system is the fundamental guarantee for social justice." In November 2013, The Third Plenary Session of the eighteenth CPC Central Committee decided to establish a more equitable and sustainable social security system. In April 2014, "opinions of the State Council on the establishment of a unified endowment insurance system for urban and rural residents"(No.8 Document in 2007 of the State Council) indicated to accelerate of the coordination of the urban and rural pension system. In March 2015, The Third Session of the 12 th National People’s Congress pointed out that we should reform and improve the income distribution system, promoting social justice, harmony and progress.The NRSEI system is a basic policy for the promotion of justice, and the system reflects the prevalent design concepts with relatively high rates of insurance participation and coverage. This thesis tries to explore the justice status of the NRSEI system and its influencing factors from the perspective of justice. The conclusion is as follows:Firstly, the NRSEI system is a basic system to guarantee fairness, but there are still some problems of injustice during the implementation, which are repre sented in four specific aspects. First is justice of the starting point. That the inclusiveness is realized does not mean the realization of fairness. Second is justice of the process. The links of the system are clearly set, but the procedure is not open and transparent. Third is justice of the results. The system achieves full coverage and a sense of security, but it takes the low level of security as a precondition.Secondly, most farmers approve the fairness of the N RSEI system. Age and average monthly income have a significant positive correlation to justice perception in the process of the system. Gender and evaluation of propaganda have a general positive correlation to justice perception in the process of the system. Education level and the village review on the group who has payment difficulties have a weak positive correlation to justice perception in the process of the system.Thirdly, the system design and system implementation have an influence on the justice of the system. First of all, financing, compensation and regulatory mechanisms in the system design affect the fairness of the system. Financing mechanism: all levels of government revenue and expenditure structure have an effect on the finance subsidy fairness of the N RSEI system; compensation mechanism: financial subsidies affect the fairness of results; regulatory mechanism: fund management and supervision have an influence on the justice of process. Next, operation of the village committee in the implementation of the system affects the fairness of the system. The village committee’s propaganda influences the fairness of opportunity; the collective subsidy of the village affects the justice of results; identification of the group who has payment difficulties has an effect on the fairness of the process; Local knowledge affects the fairness of the system.
