As a knowledge-intensive and technology-intensive industries, high-tech industry not only has always been an important area of international economic competition as the world's most economically dynamic growth, but also characterized with a country's comprehensive national strength and overall competitiveness. The countries have been attaching more and more attention to the development of high-tech industry around the world. This article measured the efficiency of technological innovation of China's high-tech industry and proposed the corresponding countermeasures and suggestions, with some theoretical and practical significance.According to results of innovation inputs and outputs of different forms , This article established high-tech industry process of technological innovation model based on point of the process,with the treatment of the patent as an intermediate product, the whole innovation process is divided into two phases: technology output stage and technology transfer phase. The output of technology output stage almost are knowledge-based technology classes, such as patents. The output of technology transfer phase are main categories of cost-effectiveness, including process innovation and product innovations. The new index system is built after the detailed analysis of the impact of high-tech industries and external factors on the basis of the form of in the technology development phase and the technology transfer phase of the inputs and outputs, it is divided into two parts. Then, this article used the two-stage DEA model, measured the efficiency of technology development and technical output efficiency based on the input-output indicators for each stage and its measurement results provided the relevant policy recommendations. At the same time , it provided a theoretical support for China's technological innovation and efficiency in high-tech industry research .
