Under the background of world’s rapid economic globalization and integration, the competition between countries and countries, regional and regional shows more performance for competition between intensive knowledge and technology intensive industries. With continuous development of our country’s economy, the continuing escalation of industrial structure, and gradually increase the proportion of high technology industries in the national economy, the importance becomes more and more obvious, high technology industry has highlighted its dominance, become an important driving force in the development of national economy. However high technology industry in our country at present stage, on the whole, shows a lack of intellectual property rights, the core technology is less, technology innovation ability is still weak, the technological innovation efficiency is not high, new product competitiveness is weak, these factors is restricting the development of high technology industry in our country all the time. To make high technology industry get fast development, the efficiency of technology innovation must be first improved.Five representative industries based on high technology industry as the research sample, according to the statistics yearbook on high technology industry, on the data obtained, use the stochastic frontier production function beyond the logarithm analysis method, to calculate the research and development efficiency of China’s high technology industry between 2000-2011, and break it down to become technical efficiency index, the technical progress index, scale efficiency index. On this basis, use panel data regression analysis method, to develop the total factor productivity, technical efficiency index, technical progress index, scale efficiency index as the dependent variable, and industrial concentration, enterprise scale, the proportion of state-owned property rights, government intervention and industrial concentration, enterprise scale, the proportion of foreign capital property rights, government intervention as two groups of variables as the independent variables, to regress respectively. Analysis and draw the following conclusion: according to the above analysis, can be summed up the high technology industry in China in recent stage efficiency of technological innovation of relevant law:(1) the high technology industry technology innovation total factor productivity(GMPI) is significantly influenced by the industrial concentration(MS) and the influence of the enterprise scale(ES), and with the increasing of industrial concentration total factor productivity increases, gradually decreases with the increasing of enterprise scale; State-owned property right proportion(SO) on total factor productivity of technological innovation(GMPI) exists negative influence, foreign capital property right proportion and degree of government support has positive direct effect on total factor productivity(GMPI) of technology innovation, but the three kinds of effects above are not significant.(2) High technology industry technology innovation efficiency index(TEC) of China is significantly influenced by enterprise scale(ES), the proportion of state-owned property right(SO), the proportion of foreign investment property(FO) the influence, and with the increasing of enterprise scale(ES) and the proportion of foreign capital property, the technical efficiency index decreases gradually, with the increasing of state-owned property right proportion(SO) the technical efficiency index is growing; Industrial concentration(MS) and the degree of government support(GI) on research and development has positive effect on the technical efficiency index, but the effect was not significant.(3) The high technology industry technical progress index(TC) is significantly influenced by foreign capital property(FO), and the greater the proportion of foreign capital property rights, the stronger China’s high technology industry technology progress is promoted; Industrial concentration(MS),the degree of government support have slight positive effect on technological progress index(TC), enterprise scale(ES) and the proportion of state-owned property right(SO) exist reverse inhibition on high technology industry technical progress index(TC), but these effects are not significant.(4)The technology innovation scale efficiency index(SC) of China’s high technology industry is significantly inhibited by enterprise scale(ES), namely as the growth of the enterprise scale, the technological innovation scale efficiency is declining; Industrial concentration(MS) and the proportion of state-owned property right(SO) have positive effect on the technological innovation scale efficiency(SC), the proportion of foreign capital property right(FO) exist slight inhibition on the of technological innovation scale efficiency(SC), but these effects are not significant; While the relationship between degree of government support(GI) and the technological innovation scale efficiency(SC) reserves uncertainty. In this paper, on the basis of the research conclusions above, and according to the market structure, enterprise scale, ownership structure, the change of factors such as the degree of government support, with the characteristics of research and development efficiency change of high technology industry of China, puts forward relevant policy Suggestions on high technology industry of China.
