Research On Technological Innovation Efficiency Of Chinese High-tech Industries Under The New Normal Of Economy

With the development of economy and society,our society has entered the era of knowledge economy;the development of knowledge economy era is based on knowledge innovation and technological innovation.Endless technological innovation promote the rapid development of high-tech industries,the development of high-tech industry has become a new point of world's economic development,it's more and more profoundly changing people's mode of production and way of life.High-tech industry is the product of new knowledge and the development of high-tech,it is knowledge-intensive and technology-intensive industry,high-tech enterprise technological innovation capability and technological level is a manifestation of the highest levels of the industry and the whole region.The research on the influence factors of the high-tech enterprises' technology innovation will help us improve the competitiveness of high-tech enterprises,improve the technological innovation capability and improve the overall competitiveness of the whole country.At present,China's scientific and technological level has a great gap compared with developed countries.To bridge this gap,the most fundamental way is to take the road of scientific and technological power,and take the road of technological innovation.At the same time,China is on the period new normal of economic development,and how to resolve conflicts and alleviate the risk of this particular stage,to maintain stable development of China's economy in the new normal conditions,is not only a new topic of economic community and theorists,it is a new case that everyone must take the initiative to adapt to the new problems of the Chinese economic.It is in this new environment and new situation,the paper decided to research technology innovation efficiency of high-tech industry.This paper tries to use method of three-stage DEA to analysis the technical innovation efficiency based on high-tech industry data.Firstly,analysis the theory of the new normal of economic and technology innovation efficiency of high-tech industry systems;secondly,analysis the impact of the new normal of economic on of the technology innovation efficiency of high-tech industry;the third step,a detailed analysis the index system of high-tech industry's efficiency of technology innovation and the model introduction in the new normal of economic;the fourth step,using the three-stage method of DEA to analysis the technological innovation of high-tech industry in the new normal of economic;and finally,based on the empirical results for the provincial high-tech industry technical innovation efficiency problems and then put forward development Strategies to enhance the efficiency of the provincial high-tech industrial technology innovation.The technology innovation efficiency of Chinese high and new technology industry measured by using three stages DEA model under the new normal economic,this paper draws the following conclusions:(1)After eliminating external environmental factors influence,efficiency value has changed significantly among most of 28 provinces,cities and autonomous regions,which indicates external environmental factors have significant impact on technology innovation efficiency of high and new technology industry;(2)technology innovation efficiency of east regional is much higher than the northeast,central and western regions,which is determined by the difference of regional development;(3)eliminating external environment factors,the scale efficiency of various provinces are showing decline,indicating that diseconomy of scale is the cause of low energy efficiency.
