Research On Government's Role Of National Student Loan

National Student Loan policy is to help students from poor families successfully finish their studies,it is one of the most important tools of cost-sharing in higher education. Since 1999, the National Student Loan has been put into practice and played an important role in the reform and development of higher education as its being carried out.National student loan applies to the university students, students of special subjects, graduate students and students for the second degree in high schools in PRC with financial difficulties in the credit secured loan. It used to meet the urgent needs to some extent. However, the influence of National Student Loan is not as good as expected. From the national government perspective, the phenomenon of"absent from their duties"and"mismatches"hampered this policy from running smoothly. With its complicated background, many countries, such as U.S.A, Canada, and Australia, had experienced many difficulties in history, but come out successfully. Many countries try to imitate these countries, I think we also learn from these countries, we should reform the investment mechanism, develop the civil society; change management, establish individual credit information system.This paper analyzed and compared National student loan of three countries with standard research methods, and the perspective of public management in the United States, Australia and other countries in the student loan system to compare research from practice, so as to develop Chinese National Loan system, improve the proposed reference opinion, the main content is divided into the following sections:Part I (theory), the part from the role of government, limited government theory, the Government of the State Student Loan Universal analyze the rest of the paper-based to provide theoretical support.Part II (Comparison of these three countries), through the comparison and Analysis of the role of government in these three countries-United States, Australia and Canada, we could think over the role of our government on the National Student Loan policy.Part III (reference and recommendations), after the comparison of the role of government in China to study the future development of the national student loan proposals to reform.
