Researches On National Financial Aid Loan For Student

The National Student Loan(NSL) is a credit loan,which is jointly promoted by our central and province government.It is provided by commercial banks to students with financial hardship (both undergraduate and post-graduate) in polytechnics and universities through bidding system.The purpose of the loan is to help students on their tuition fee and living expense.The NSL is essential to the accumulation of human capital and is expected to provide more equity on the education opportunity under current market-oriented education system.There have been problems with this loan scheme such as low market coverage,insufficient funding and improper government intervention since it was implemented in 1998.It is required to have in-depth analysis on these problems based on varies economic and financial theories.At the meantime,we could also make full advantage of overseas experience to improve our current loan scheme.The thesis starts with the theory part of NSL such as Public Finance,theory of equal education opportunity.After reviewing the role of NSL in the country's public policy environment, history of the loan and the current situation,we discover problems of NSL and reasons for its slow growth based on different characteristics of the loan scheme.Finally,we propose the advice and methodology of improving the current NSL on the basis of advanced overseas loan management experience like those in US,Japan or New Zealand.
