As an agricultural product of great value, cotton has been widely researched. China is a major country producing 1/4 and consuming 1/3 of cotton all over the whole world. Then China has great influence to the international cotton market. In the recent decade, especially in the'nine-five'and'ten-five', Xinjiang has adjusted the structure of the industry, optimized the resources allocation and improve the technology. Owing to its innate environment, xinjiang becomes the largest area of cotton production and base of commodity cotton and cotton export of China.The first CGE model was created by Johansen in 1960. CGE models have been widely used and developed in both developed and developing countries in the last half century. They are applied in many fields and become more and more important in policy analysis. We want to make a CGE Model of Xinjiang cotton industry and get the balanced scale of it. It is of great importance to develop the Xinjiang cotton industry and increase the income of farmers. The structure is concluded as follows:1.
