Cotton is an important pillar of the Xinjiang Production and Construction Corps(referred to as the XPCC here in after) and local economic development. Vigorously promoting mechanical cotton-picking technology is an urgently demand to ensure the continuously rapid growth of cotton industry in the XPCC, the necessary way of solving the cotton labor shortage problem, reducing the labor costs, liberalizing labor productivity, improving the cotton farmers’ productive efficiency, expanding the planting scale, accelerating realizing the cotton’s intensive production and modern management, the development direction of cotton production in the XPCC.With the expansion of the cotton planting scale and the further promotion of mechanical cotton-picking technology, the number of cotton-picking workers decreased year after year. The quantity and flow direction structure of seasonal migrant population brewed great changes, driving the lines adjustment of the passengers flow and logistics, more far-reaching impact on urban and rural social activities. That the popularization speed and stability of mechanical cotton-picking technology was still uncertainty affected the demand of cotton-picking workers, then resulted in the uncertainty of population migrant and social management and so on. This required our prospective consideration and estimation on the cotton harvest labors employment problems urgently. During the cotton harvest, different divisions, different regiments and different companies in southern and northern Xinjiang faced different problems in the introduction, organization and management of foreign cotton-picking workers, which brought a lot of difficulties for the comprehensive development and management of the XPCC’s cotton industry.For the above, this article analyzed the main factors that affects artificial harvest cotton’s gradually replaced by mechanical harvest cotton, such as the mechanical cotton-picking technology promotion policy, the cotton farmers’ acceptance of mechanical harvest, cotton planting scale and mechanical harvest will, cotton-picking costs, mechanical harvest cotton’s quality, cotton mechanical harvest equipment situation. Through the survey on 5 regiments,55 cotton planters and 110 cotton-picking workers and related functional departments, based on the analysis of the mechanical cotton-picking technology’s popularization and the change trend of cotton-picking labors demand in the XPCC for recent years, this article predicted the XPCC’s demand for cotton-picking workers in the near and mid future with grey forecast model, concluded the dynamic change trend of Corps’ cotton-picking workers demand in 5-10 years. This article further analyzed cotton-picking workers spatial distribution characteristics of each division, its impact on various aspects in Xinjiang, such as economy, society and living conditions, proposed regional policy recommendations on reasonably organizing, introducing, managing cotton-picking workers.
