Since China's first expressway the Shenyang-Dalian highway was constructed, the domestic highway construction has been developed rapidly. This brought more prosperity in the market to the state-owned highway construction companines, however, as the state-owned construction enterprises formed under the planned economy about the labor-intensive, cumbersome organization, poor personnel structure, plus reform of the deep-rooted problems have not been solved yet, strategic management and control management problems continued with the lack of apparent. Construction industry is a pillar industry, but in fact it is in the vulnerable sectors of double weak position, the coexistence of small profits and high debt ratio, and determines the lack of technology innovation investment, this will be effects enhance the competitiveness of affected industries in a long-term. 2006 is the first year of the Eleventh National Five-Year Plan, new economic policies to stimulate the role of the transport sector is not very clear. The infrastructure construction market has shown a good momentum of development, in addition to highway construction market, such as railway construction, municipal construction, and environmental protection engineering, underground engineering etc. How to adapt to market changes, out of the woods and comprehensively enhance the competitiveness of enterprises, establishment of business development strategy are the major choose of every state-owned construction enterprises.In this paper, NO.6 Engineering CO.,Ltd. of CCCC First Highway Engineering CO.,Ltd.as the research object, analyzed China's highway construction and industry characteristics, to start from the advantages and disadvantages of internal and external environment. Through the concept of strategic management by use the SWOT Analysis,analysis the company's opportunities and challenges, facing the current situation and problems of business,proposed enterprise management philosophy and strategy of development. By integration strategy, changing the concepts, standard organ concept of thinking, focus on management of production concept, emphasize quality management project, security management, proposed meet the company's actual human resources management philosophy, goals, ideas, methods and principles. Propose the idea of financial management features. Strengthening project-oriented enterprise management model,Construction of the project leading group to strengthen. On this basis, this paper analyzed the year of the 2006-2009 implementation of enterprise development strategies. Finally, it combination of the above theory evaluate the strategic research and management practice results. Measures carried out and summary on the specific implementation of company strategy from the output of comparison, the development task contrast, the profit comparison and so on.
