Research On Factors Of Financial Poverty-reduction Standard Guided By Improving Poverty-allivation Ability

Financial poverty alleviation makes a significant contribution to the development of economy, political stability and national unity in China. As limited funds of financial poverty alleviation in our country, they must be invested on the population below the poverty line in, therefore, funds of financial poverty alleviation can gain the maximize efficiency, that is to say, it assists the really poor person and the really poor person can get the real help. A reasonable standard of financial poverty alleviation can help operate financial poverty alleviation development mechanism effectively, raise the utilization rate of founds, and enhance the accuracy of performance evaluation.Poverty is essentially resulted from not low income but inferior ability. This thesis is to study the determination of anti-poverty standard in competency poverty perspective, define the concept and scope of anti-poverty, analysis the relation and difference on poverty meaning, economic consequence and performance mechanism etc between ability-oriented financial poverty relief and income-oriented financial poverty alleviation. Through lots of communication with relevant people in this field, this thesis discusses the factors which ought to be taken into account in the process of improving the ability of our poverty alleviation criteria by integrating theory with practice, which could resolve past and current poverty standards problems, and correctly reveal the meaning of poverty. Poverty alleviation is the inevitable choice of developing China's financial mechanism in new times.On the premise of the theoretical analysis above mentioned, this thesis also conducts indicators designing for the determining the poverty alleviation standard in the way of on-site survey and questionnaire. The indicators impacting effective measure of poverty reduction criteria are preliminarily selected in compliance with the financial fundamental factors of poverty alleviation and three sides issuing its criteria, which are the major standard factors in poverty alleviation, the consideration of the ability of anti-poverty during poverty alleviation project development, and the poverty standard of dynamic adjustment. The questionnaires with regard to the information of anti-poverty-oriented standard indicators on how to raise related ability were designed and distributed; afterwards the first and second section survey data get t test, descriptive statistics and correlation analysis by SPSS software. It's proved that the survey data conforms to the theoretical analysis by selecting and testing 22 good independent factors influencing the poverty standard indicators. Questionnaires'reliability and validity have been tested and inspected; on the basis of the test and inspection, we construct the time point and rate selection of poverty reduction standard during adjustment, the indicator system which has high reliability and efficiency could affect the ability-improve-oriented financial poverty alleviation, and also get lots of conclusion and suggestion on policy in empirical research.
