With more funds invested and more people involved in scientific and technological activities, great progress has been achieved by China's research institutes during the past decades. However, the level and efficiency of science & technology are out of proportion to the increase of its input. In China, public research institutions play a role as the backbone of the scientific research system. It is quite obvious that the status and scale of public research institutions hold the balance of the system. So to study and then have a clear understanding of the current situations and problems of China's public research institutions will conduce to accelerate the steps of the reform of the Science and Technology System and improve the level of scientific research in China.In this paper, the different management systems of public research institutions with similar research fields were analyzed by comparison between China and foreign countries. We choose 4 foreign institutions from 4 different countries, National Institute of Health (USA), the UK Medical Research Council (UK), Max-Planck-Geseclschaft (Germany), the French National Center for Scientific Research (France), to conduct a horizontal comparison with the candidate from China that is Chinese Academy of Sciences. Through study and careful analysis, we learn a lot from the management systems of those developed countries. Meanwhile, we propose some suggestions on improving China's management system of public research institutions in this paper as well.The paper comprises three parts, namely, preface, body and bibliography. The body is further arranged into three sections. The first section (also the second chapter) introduces the definition of the concept of the public research institution and its main tasks. It also gives a brief account of public research institutions of these 4 countries and their science and technology system. Section Two (also the third, fourth, fifth and sixth chapter) comparatively analyzes 4 aspects of management systems of different public research institutions in China and foreign countries. These 4 aspects are organizational structure, the human resources management, the financial management and the strategic formulation management. Section Three (also the seventh chapter) comes up with some suggestions on how to improve the management systems of China's public research institution.Due to the lack of time and the limitation of personal research capability, this paper lack a comprehensive analysis and hasn't fully demonstrated the in-depth features of China and foreign countries'management system of public research institutions. And in particular, actually the direct communication with foreign countries'public research institutions is restricted by some objective reasons. This paper leaves room for deeper and wider research in this aspect in future.
