The Urban Planning Strategy Research Under The "Two-oriented Society" Policy

The urban planning under the background of industrial civilization which paid much attention to the economic development is concerned about the physical space form based on aesthetics excessively. In the process of guiding urban evolution, it often overlook the limitation of natural resources and the sustainability of ecological environment, leading the urban planning which should put emphasis on social equity, gradually evolved into a tool as the pursuit of the interests for the elite. As a result, it has been questioned and criticized.At present, China has set out the transformation of the social development model, that is to shift the model of industrial civilization which only concerned the economic development to the trinity model based on the ecological civilization, that involving the economics, social and environmental.In December 2007, the State Council approved the Wuhan city circle and the Changsha, Zhuzhou, Xiangtan (hereinafter refers to CZT) City group as the national resource-saving and environment-friendly society (refers to "two-oriented society"), to construct the comprehensive and coordinated reformationary experimental area. This paper take the background mentioned above as a basis for an attempt to explore the transformation in urban planning strategy.The paper first introduces the "two-oriented society" theoretical foundation for the planning, including sustainable development, integrated urban and rural development, ecological city, regional development and city circle, marginal areas and marginal benefits, the network city, rapid transit cities, intensive and combined land-use and recycling economy and industry development and so on.Secondly, according to analyzing the urban planning philosophy under industrial civilization from three aspects in "ontology", "Epistemology" and "Methodology", and also the connotation of "resource-efficient and environment-friendly society" policy, the paper proposes the changes in urban planning from the three philosophical aspects mentioned above.Then by means of theoretical discussions and approaching the philosophy changes in urban planning , the paper puts forward specific strategies of "two-oriented society" construction planning, including urban and rural land-use planning strategy, integrated development planning strategy for urban and rural transportation, recycling economy and green industry development planning strategy, urban modality and green construction strategies and modern urban agriculture policy.At last, the paper takes the Master Planning of"two-oriented society"demonstration zones in Xiaogan for example, combined with the theoretical strategy to give the empirical research.
