Study On The Sustainable Development Of Chaling County Agriculture Based On "Two-oriented Society" Construction

Agriculture is the foundation of the national economy. The sustainable development of agriculture is the embodiment of sustainable theories in terms of agriculture, rural economy, resources and environment as well as society, whose essence is to change traditional thought and pattern of development of agriculture, and to boost virtuous use of resource, benign circle of ecosystem and protect the ecological environment. On December 14, 2007, Changsha-Zhuzhou-Xiangtan (CZT) City Cluster was formally approved as an experimental area of comprehensive reform for a resource-saving and environment-friendly society. This is a major strategic initiative of both the vigorous promotion of China's central regions and the coordinated development for central, western and eastern parts in China. As an integral part of pilot construction area of "two-oriented society" of CZT, the agriculture of Chaling County is bound to select to achieve resource-conserving, environment-friendly, social harmony, such as the goal of sustainable development.The paper efforts to connect the meaning of "two-oriented society" to the real thrust of agricultural development, which not only enriches and perfects the theory of sustainable development of agriculture, but also does a new study of how to practice the construction of "two-oriented society" in agriculture.The paper is mainly divided into six parts. First of all, this paper describes the background, the significance, the status quo at home and abroad, the ideas of research, frame of the paper and the probable innovation. Secondly, this paper introduces the foundation theory of sustainable development of agricultural at the background of "two-oriented society". The third part analyzes status quo of agricultural development of Chaling County, and puts forward the main issues currently existed. The fourth part builds a target system to evaluation of sustainable development of agricultural in Chaling County, besides conducting empirical research with quantitative method and analyzing. According to the results of this evaluation, the fifth part proposes the optimization ideas of the sustainable development of agriculture in Chaling County. The sixth part advances the protection measures of the sustainable development of agriculture there.The main conclusions of the study are as follows: the agricultural output of Chaling County grows continually in recent years, but there is still a considerable gap with sustainable agriculture because of the impacts on resources and environment. So the county should adjust the development ideas to ecological agriculture through implementing five different models of sustainable agricultural development, which are designed by the paper according to local conditions. Moreover, it should nurture the model base of agricultural production and processing base of agricultural products, construct the logistics center of agricultural, and develop the agricultural tourism. The specific protection measures include building the correlative legal and policy system, increasing investment in agriculture to improve the construction of infrastructure, insisting scientific and technological innovation in agricultural and agricultural revitalization with science education, improving the mechanisms and deepening the reform for the country.
