The Research On Application Of Agent Construction System In Water Diversion From Taihe Reservoir To Zhangdian District Of Zibo City Project

July 26, 2004, China launched the Decision of the State Council on Reform of Investment System. It clearly standardized the government investment behavior and government investment project construction management model by proposal of speeding up the application of Construction Agent (CA) system for non-profit government investment project. That means professional project management (PPM) companies that are selected by bidding operation will manage all government investment projects. CA will have firm control to the amount of investment, construction quality and completion date during the whole procedure until the construction project is finished and transferred to the owner. By this way, the existing government investment project management mode that combined the investment, construction and application together has been broken and separated into three parts to let them restrict with each other. The implementation of CA system announces that administration power quits from the government investment project management field. Instead, a new restriction procedure will be set up by re-organizing the social recourses according to the marketing principle to improve the achievement of government supervision and efficiency of government investment and achieve the final target of government investment's social welfare function at the end. The implementation of CA system points out the heading direction for non-profit government construction projects and constantly improves the government investment management regime to meet the request of the rapid developing free enterprise economy.Since the Decision of the State Council on Reform of Investment System was carried out in 2004 and Construction Agent system was applied in non-profit government construction projects, local governments all over China did a lot of beneficial explorations and got numerous valuable experiences, but also met some problems too. Based on the understanding for the importance of CA system, this thesis will analyze one example,"Yin Tai Ru Zhang"project in Zibo, and find out the problems and solutions in the application of CA system at this project. Further more, this article will try to summarize the current popular problems for CA system and analyze it at a higher theoretical and practical level. The author hopes it can do some help in the improvement, development and application of CA system in the future.
