As the complication of science and specialization of scientists, in recent years, an increasing number of science and technology required cooperation from different partners rather than efforts within a single country. And the selection of cooperative region played a vital role in cooperation. We could obtain from a well-selected cooperator several benefits, in terms of speeding up science and technology growth, reducing cooperation risk, promoting cooperators benefit, as well as effectively enhancing the convenience and high efficiency of science and technology resource recombination in region.Based on the fusion of the traditional theory and concrete practice of international science and technology cooperation, this paper analyzed the environmental and factors of international science and technology cooperation. put forward the advantage selection model and matching mechanism of international science and technology cooperation. Comprehensive analysis the condition and regulator of international science and technology cooperation through four dimensions, cooperation seeker, candidates to be selected, international dynamic environment and cooperation threshold of specific project. And proposed specific implementation mechanism based on the model. This paper carried out study of international science and technology cooperation of Guangdong Province, utilizing the quantitative and qualitative analysis. Firstly, this paper analyzed the status of international science and technology cooperation of Guangdong Province. Following the industrial development demand orientation of Guangdong province, this paper summarized the leading technologies from the eight main development fields in Guangdong province. Clearing the leading technology and features of the corresponding areas in the world, and quantitatively analyzed them. This paper determined the key countries and regions to carry out international science and technology cooperation with, as well as the priority cooperative fields and content. This paper have good guidance for determining priorities for carry out international science and technology cooperation of the world, also good for policymakers implement models and set up policies to promote international science and technology cooperation effectively.
