The Study Of Models And Policies Of Regional Cooperation In Science And Technology Between Guangdong Province And Russia

With the globalization of the economy evolving, technology globalizationhas become the trend of scientific and technological development. Due to theeconomic and social environment differences in the pace of development, theglobal technology resources have great disparities. In such circumstances,standardized model of cooperation , which need to restructure technologyresources in a global context, can enhance cooperation not only the convenience,but also cooperation efficiency. This kind of efficiency can help the cooperationplay better results in coordination of scarce resources, promoting economicgrowth, and improving the competitiveness of industries, etc.The main target of the article is the Non-Equilibrium regional scale inwhich the speed of technological development is inconsistent. The main contentis to research the mode and means of the science and technological cooperationbetween these regions. I have summed up the establishment of specializedregional cooperation in science and technology applicable to non-equilibriumelement model according to the current mode of co-operation at home and abroad,and taken Russian and Guangdong as the example to empirically analysis and testthe mode, using both qualitative and quantitative analysis methods. At last, Imade some policy recommendations about scientific and technologicalcooperation mode and means between Guangdong Province and Russia.
