With the continuous development of economy and the strength of the pace of economic globalization, the international regional cooperation has become the inevitable development trend. Although there are a lot of factors to influence the formation of the international regional cooperation, but the most important premise of the international regional cooperation is the cooperation willingness convergence from the cooperation behaviors. So, researching the law of the willingness of the international regional cooperation is helpful to reveal the forming principle of the regional cooperation. Willingness tending consistency is affected by the inherent cooperation preference and interaction collaboration between the cooperative nations with the characteristic of System Dynamics Movement. This paper analyzes the characteristics of international and regional cooperation willingness and describes the evolution trajectory of the cooperation willingness. In the linear status, the cooperative willingness evolutionary trajectory is a single steady state. In the nonlinear state, the cooperative willingness evolutionary trajectory is bi-stable state. When the initial cooperation willingness from the cooperation behaviors is less than the critical point, then the system has a unique equilibrium value. If the initial cooperation willingness is greater than the critical point, the cooperation from the two cooperation behaviors will appear twice mutations. This paper studies the multi-countries cooperation willingness with three countries under the two kinds of cooperation structures--interactive structure and agency structure. When the inherent bias difference△μ13is very high and the coupling is lower than the critical value, the communication effectiveness between member1and member2is very small in the interactive structure. It is because that their cooperation willingness is at the end of the coupling. In this case of the interaction structure, especially in the interactive structure, the communications between the extreme members are essentially wasted in the clique whereas the broker network makes more efficient use of communications as the extreme members simply do not talk with each other. When the inherent bias difference△μ13is low or moderate, however, members1and3now can more readily feel each other’s influence in addition to that of member2, and so, the group influence force on the extreme members is larger in the clique allowing for a more effective reduction of discord—a situation that always pertains in the linear model. These results from the paper’s study reveal the evolution mechanism of the cooperation willingness in the international and regional cooperation.
