Research On Regional Regulation Efficiency And TFP Under Variously Environmental Regulation

By summarized and analyzed of China's economy and environment status of development since 1999, I found as our economy growing, the environmental problem are obvious extraordinarily, the economic growth are far away from the principle of sustainable development. In this paper, by research on all region's regulation efficiency and environmental total factor productivity under variously environmental regulation, I try to found the changing patterns of the regulation efficiency and total factor productivity (TFP) when implement different environmental regulation, on that basis, floating some effectively and feasibly suggestions to boost coordinated development of the economy and environment.There always exist deviation between measure result and reality when use tradition distance function to measure regulation efficiency and TFP, to avoid this, I chose capital, labour and energy as input indicators, and take desirable output and undesirable output considered in the meantime. On that basis, I use directional distance function measured the environmental technology efficiency and environmental regulation cost under four environmental regulation status on different area in china from 1998 to 2008 firstly. Then, I use Malmquist-Luenberger index method measured their TFP as well as their decomposition under different environmental regulation. Finally, we examined the factors which influencing the TFP.This paper arrived at some conclusion: (1) From 1999 to 2008, China's environmental technology efficiency are lower although it's improved year after year, and there exist comparative disparity between different regions. Under four different environmental regulation, the environmental technology efficiency of the eastern region are highest without exception, the central region are middle, the western region are lowest. (2) The environmental regulation brings cost, the highest regulation cost are from strong environmental regulation, the next in order are from weak environmental regulation and middle environmental regulation. The environmental regulation cost exist comparative disparity between different regions, the western region bring highest regulation cost without exception. (3) The environmental regulation will increase TFP, and the growth rate will accelerate as the environmental regulation policy get strict. The TFP index of western region are lowest relatively when there have no environmental regulation, but it will be highest when environmental regulation policy are put into effect. (4) FDI, capital deepening, industrial development level, environmental investment and energy input has remarkable influence on TFP under environmental regulation.
