Beijing-Tianjin-Hebei region is the primary cluster of high-tech industry and heavy industry in our country.Nowadays,with the acceleration of Beijing-Tianjin-Hebei region's integration,transportation industry as one of the key projects and important docking bridge of regional industry transfer have launched the first.On the one hand,the infrastructure construction scale,vehicles' number and traffic network are increasing and improving.On the other hand,these inevitably cause increasing resource consumption and environmental pollution.The 18 th National Congress of the Communist Party of China,the fourth Plenary Session of the 18 th Central Committee and the Central Economic Working Conference in 2015 all clearly put forward that the development of transportation industry can not only be centered on benefit growth,but also should be paid more attention to synchronized improve the quality.Therefore,with the acceleration of traffic integration process,how to keep the cyclic and sustainable development of transportation industry when promoting rapid development of Beijing-Tianjin-Hebei region has momentous current significance.In this study,expanding the present research on the basic of the analysis of related research state and the sustainable development of transportation in Beijing-Tianjin-Hebei region.First,combining pollution loss method and control cost method to estimate the environment cost,which was caused by transportation in Beijing-Tianjin-Hebei region from 2005 to 2014.The environmental cost can measure the level of the impact on environment of different city and transportation mode.Second,break the environment cost down to the input and output indicators of environmental efficiency evaluation,which is measured by SBM super efficiency model.Besides,analyzing the regional differences and evolution law of the environmental efficiency and contrasting the traditional efficiency and the environmental efficiency without environmental cost indicators.At last,using the Malmquist Luenberger index method to measure the traditional and environmental total factor productivity.Meanwhile,anylzing the relationship between them and the deep level reason of the environmental total factor productivity's change.Above all,the study will not only provide theoretical support for the dicision among optimizing allocation of resources,promoting industrial technology progress and the investment in capital,resources and the means of transport,but also provide a reasonable basis to formulate policy for promoting the sustainable development of transportation in Beijing-Tianjin-Hebei region.The main results were as follows:Firstly,environmental cost is more comprehensive and systematic based on the angle of loss and cost.Besides,total environment cost has an average annual increase by 11.9 percent.Otherwise,total cost to GDP ratio sustain between 3.2 and 3.8 percent.Secondly,during the period of 2005-2014,Beijing-Tianjin-Hebei region's economic efficiency and environmental efficiency of transportation show obvious differences due to different economic level,living standard and development degree.Besides,the inputs of most of the urban transportation have not been rational allocation.Meanwhile,the environmental pollution control,energy consumption structure and transportation structure shows that the realization of the sustainable development of transportation need a long time.Contracting with the economic efficiency,environmental efficiency show rise and fall,and let the transportation efficiency value return to the real condition.Thirdly,in the period 2005-2014,most cities' inefficient use of transportation resources still low in the short run.Other cities inputs is beyond the demand making the ascensional range of production is limited,which shows the marginal returns deduction rules and meas the growth pattern of transportation industry is still in the in the process of extensive to intensive stage.
