In 1998, the Yangtze River, Nen River, Songhua River flood disaster. The 1999 natural disasters as the incentive for converting cultivated land into forest , along with adequate food , and ultimately the implementation of the country determined to convert cultivated land into forest . This project is the largest investment in China's history, involving the most extensive, most farmers participation in ecological engineering. State investment in Yan'an City is the largest one time.Based on the current situation at home and abroad on the line of Forest Research, found that the implementation of China and Europe and other developed countries different backgrounds on converting land into forest, also learned abroad in returning farmland to forest area, subsidies, can be quantified using the standard, etc. And China are some deficiencies in this regard.By analysis the background of converting cultivated land into forest, history and pattern , understand the potential problems of the Project ,which has great achievements. Implementation of the background analysis of China's Grain for Green Project, explained the background of Yan'an the converting cultivated land into forest, history and patterns. Yan'an City is the only cities pilot project in returning farmland to forests, returning farmland to forestland in Yanan's achievements are known throughout the country, especially the WuQi County in the northern part of Yan'an City, the most prominent.
