The Institutional Research On The Improvement In The Ecological Non-Commercial Forest Compensation Mechanism In Beijing

In order to make the best advantage of the mountain and forest ecology, economy and the society, the ecological non-commercial forest compensation mechanism was established in year2004in Beijing. Since then the quality of forest resources in Beijing was effectively protected and the quality of livings of the local citizen was improved, and the positive contribution to the "Green Olympics, Green Beijing" and the new rural construction was made at the same time. Nevertheless, many problems have been found out during the practice, such as relying too much on the government, low marketization and social participation, which need the mechanisms to be improved and finally made to work out the best results.First based on the core of governance theory viewpoint, this research builds the optimization model of the ecological compensation mechanism which operated by the collaboration of the local government, the local marketing system and the local community involvement; Second, this optimization model is applied to the practice of the ecological non-commercial forest compensation in Beijing; At the end, through the analysis of the results and problems in the implementation process, there are some policy recommendations which from three aspects of the government, market and society to improve the ecological non-commercial forest compensation in Beijing.
