| The issue of world environment has been absorbed more attention from all circles of society, and how to improve problem this also been carried to the official agenda now. China came into effect on six great ecological projects for protecting savageness forestry on the worldwide process of dealing with the problem of environment, but we faced same matter of lacking capital support for commonweal forestry construct as that on other countries. Therefore how to get enough funds became the key to solve this problem. Although someone pointed out that it should be undertaken by government for the expenditure of forestry project, the difficulty is government can't afford so much expense as the reason of scarcity in national financial funding. Thus it is necessary to research the compensation mechanism of forestry ecological benefit.This thesis based on the background investigation of constructing compensation mechanism for forestry environment, defined the essentiality and feasibility of compensation mechanism of forestry environment, stressed on compensation elements, such as compensation regulations, compensation criterion, and compensation measures. This research aimed at building the basic framework of forestry environment compensation mechanism, strives to establish the reasonable system of compensation criterion, compensation mainbody, compensation object, and compensation measures. The text can be divided into six parts:First part, introduction: Discussing the research background, meaning and objective, explaining the research situation in China and abroad, put forward research planning and methodology, as well as the potential innovative points.Part two, the theoretical foundation of compensation mechanism of forestry environment. Analyzing the characteristic of environment compensation and studying the theoretical foundations based on defining the concepts of the forestry environment benefits and the compensation mechanism of forestry environment benefits.Part three, the actuality of forestry environment compensation benefit in China. By analyzing the actuality of forestry environment compensation, here I pointed out the main problems in existence.Part four, compensation mainbody and method. Defining compensation regulation, category and measures, it established the base of compensation criterion.Part five, compensation criterion. Based on scientific metric research, it investigated the designing of compensation criterion, analyzed compensation foundation, and discussed thereasonable compensation criterion and number value in practice.Part six, raise and management on compensation fund. It posed the raise channels for compensation fund, and designed its using extension and programs. |
