With the rapid development of Chinese economy since 1990, port industry is growing vigorously and ties with national economy much more closer than before, which is raising its strategic position. The market of port continues to open up after our country entered WTO. Shanghai is also facing enormous challenges. To Shanghai port,shipping putting in also becomes bulky,along with the extension and rebuilding of deep-water Port-lane. The appropriate number of Shanghai tugboat and the reasonable overall layout, which could reduce the cost of acquisition and operating of tugs and save sailing time, is directly related to safety of ship berthing, port tugboat fleet productivity and economic efficiency. It is directly related to safety of ship berthing, productivity of the port and economic efficiency of tugboat fleet.Based on the analysis of the harbor tugs` characteristics and the operating process, described the status of tug configuration of Shanghai and made its shortcomings. According to the principles of tug configuration, predicted the Shanghai operation, including the prediction of the number of vessels and the throughput growth forecast, obtained the overall configuration of Shanghai tugboat fleet optimization in 2014.Using time series analysis, 2014, the throughput of Shanghai port will reach 774 million tons, the number of ships entering and leaving the ship will reach 83,600 trips, and further calculate the total required horsepower will be 2,202,006 horsepower and the number of harbor tugs will be Number 55, which can meet future production needs. Take into account future large-scale ship, so from now on 4,000 horsepower and 5,000 horsepower tugboats which will be focused on the development by tugboat companies.
