| With the development of global economy, especially after entering the WTO, China has more and more chances of participating in international economic cooperation. As the hub of integrated transportation and the distributing center for importing and exporting cargo, harbor brings so many kinds of modes of transportation together as a whole, such as railway, highway, airway, and so on. Its role becomes increasingly important in the whole logistic network. Modern harbor not only is seen as a means of transportation, by which national revenue can be increased in terms of international trade, but also plays a role of leading the development of the local industry and service industry, which thereby affects the local industrial structure and people's lifestyle.One important point of this paper is that the method DEA (Date Envelopment Analysis) is used in the quantitative analysis on the influence of horbor to horbor cities. DEA is an effective and popular method nowadays for the efficiency analysis of investment and return. It can analyze multi-indices investment and multi-indices . To find out the most possible production set and the efficient frontier in multi DMU(Decision Making Unit). Every DMU has the same investment and return. We can compare those DMUs in terms of their efficiency, and their differences by means of mathematics programming modal, to make sure which part need to be further improved and which part is basically reasonable.This paper applies the vertical comparative method. Collecting data on Qingdao city and Qingdao harbor from the year of 1996 to the year of 2005, the author analyses the efficiency of Qingdao harbor to the city's economic development. The DMUs are all investment in fixed assets, cargo throughput and the total amount of investment and return; the city measurements include fixed asset investment, the number of employees, GDP and the total retail amount of the consumable of the society. Because of the uncertain causality between harbor investment and city return, the author has to first calculate the efficiency relationship between the harbor investment and the harbor return, and then calculate the efficiency of the city investment and its return. The paper applies the software Lingo8.0 to certify the relationship between the former two efficiencies. Finally, it educes the result that both harbor economy and city economy are efficient during the five years of 1997, 2000, 2001, 2002 and 2003, and it analyses the correspondence of the harbor and the city measures during these five years with these conclusions. It can be seen from the data that both the investment of Qingdao Harbor and the GDP of Qingdao City are increasing. The use of SPSS13.0 certifies that there is the unitary linearity relationship between the two, which manifests that there is the unitary linearity relationship between the construction investment of Qingdao Harbor and the GDP of Qingdao City, and that the construction investment of Qingdao Harbor promotes the development of Qingdao City.The article ends with the further ideas and planning of the integration of Qingdao City, put forward a number of measures and countermeasures, and hoped that the government's functional departments change the idea, and play the role of macro-regulation and control,consider all the aspects of the of port construction, expand Qingdao Port size, speed up the construction of port infrastructure, the development of modern logistics and speed up construction of Industrial Group are close to the port, make further contributions of achieving coordinated development of urban and port of Qingdao. |
