Energy is the important based resource of human survival and development. Since China's reform and opening up, energy consumption and energy supply sharply increased. The rapid economic development has led to increasing energy supply and demand gap. And regional differences of China's energy consumption are significant. Based on energy consumption per capita in 29 provinces, autonomous regions and municipalities from 1995 to 2008, we classify the 30 regions into high, medium and low energy consumption areas by using the clustering method. Based on panel data of regional energy consumption, the paper analyzes the co-integration relationship and the short-term dynamic relationship between energy consumption and its influence factors.The results show that the influence factors are different. In the high consumption area, the main influencing factor is industrial structure. The main influencing factor of medium consumption area is population scale. And in the low consumption area, the main influencing factors are economic growth and energy prices. Recommends that when making energy consumption and economic development policies the government should combine with the special conditions of different areas. High consumption areas should rely on the rapid economic development advantages, further develop science and technology, optimize energy consumption structure and industrial structure. The medium consumption area should control the population scale, develop the tertiary industry, and limit the excessive growth of high consumption energy industries. Low consumption area should speed up transformation of economic growth mode, and make the reasonable economic growth and energy strategy.
