In this paper, I study the history of the power industry reform in china and power market reform in foreign countries, analyze lots of study results of the power market theory, game theory, investment theory and power investment regulation both in and out of china, introduce the particularity of power market reform in china, carefully analyze the characteristics of the investment subjects and their investment behaviors, work out the factors that effect the investment subjects and the mechanism they make their effects. Based these results of study, the frame work of power investment regulation is established, and the main contents of power investment regulation can be programmed. In order to prove the efficiency of invest regulation, the hierarchical structure is constructed and methods are introduced to evaluate the feasibility of power investment program;the dynamic model of investment optimization is constructed.
