Electricity Market Under The Power Plant Investment Decisions Extension Study

When the global electricity industry has reorganized the structure and introduced competitive market mechanism world widely, China is no exception. Since2002,"Electricity System Reform Program" was enacted; China had made great progress in the reformation of the Electricity System. The mode of the State Power Corporation was divided, it means China's electricity market steps into the mode of Wholesale Competition. When the Power Plant was separated from the Power Grid, it needs to consider its own financial situation just like the other business. It has an impact on some high-energy power plants. In order to have earnings in the competitive market, the Investor needs to think twice before making a decision. The meaning of the evaluation of power plant investment decision is to provide references for the market members when they made the decisions through the comprehensive evaluation of internal performance of Power Plant and the external investment environment, therefore further optimizing the allocation of funds, avoiding the risks, pursuing maximize of the profits.By applying the ethnics theory, the correlation function theory and the parameters of economics. This thesis has carried out a deep analysis and discussion on investment decision of the power plant, combining perspective of the theories, policies and practices. At the same time, this thesis has constructed the extensible comprehensive evaluation mode achieving the extension evaluation of power plant investment decision. A investment suggestion and a risk-avoid plan are put forward combining with data of the power industry in the end of2009. The results are represented in three areas which are listed below:1. This thesis uses extension analysis to make researches on the construction of clean energy power plants in China. By applying ethnics analysis theory in the construction of China's clean energy power plant, combining latest progress of the policy support, technical level and investment trend, this thesis has made detailed arguments of the clean energy from distribution, supply and demand status, the inevitability of the growth about the electricity demand and the advantages and disadvantages of the different plants world widely. In the final it comes up with a investment strategic planning of China's clean energy power plants.2. Based on associate tree model of extension theory, the evaluation index system of the power plant investment decision is built, and then the extensible comprehensive evaluation mode is set up by using the correlation function. This thesis makes a rigorous scientific appraisal of power plant investment decision, and then draws the conclusions in line with the reality.3. Based on the previous research it makes an analysis, combining with the latest data of the power industry release by National Development and Reform Commission2009, the thesis analyzes the operating, profitability and development capacity about the power plant, and puts forward the investment advice and hedging program about the construction of the power.
