We must make the index system of energy conservation society on the basis of a correctdefinition of energy conservation society, and focused my study on the establishment andassessment of every indicator. We can make out the energy-conserving level of the wholesociety from its subsystems', and set up the index system considering from three respects:theconstruction, the renewable energy and the industrial structure. This article try to consider andestablish the indicators, use the membership function method and fuzzy statistical method toproduce the judgment standard of each indicator;use the analytic hierarchy process and expertconsultation method to determine the weighting of various indicators, then carries on theappraisal to the construction condition of energy conservation society in our country.The establishment of energy conservation society's appraise index system, should takethe international level of development as the foundation to determine the correspondingstandard, it can grasp the construction course and level of our country's energy conservationsociety scientifically and accurately;as well as the difference with the developed countries,provide the basis and reference henceforth for the work of energy conservation.
