Prahalad C. K and Hamel Gary first mentioned the conception of Competence in their article of The Corporation Competence published In Harvard Business Review 1990. Soon the Competence theory has won very important status in corporation strategy research and development research.Small and middle-sized foreign trade company is foreign trade company, which also has the common characteristic of small and middle-sized company. It has been playing a crucial role in the development of China's foreign trade for many years. Following China's entry into WTO, small and middle-sized foreign trade company face the challenge of big-sized foreign trade company, Joint venture company and many enterprises which now are allowed to enter into foreign trade field. How to cultivate and develop competence is a big problem for each small and middle-sized foreign trade company.This paper initiates its introduction to the current research status of the theory of competence and the situations with domestic and abroad enterprises, and also generalize the definition and characteristics of competence to give a clear understanding to readers. Secondly, according to the characteristics of foreign trade industry, it proposes a set of evaluation index system including Technology Competence, Marketing Competence, Human Resource Competence, Financial Competence and Organizational management Competence. Then, it use Fuzzy theory to evaluate the competence of Chongqing Norcom Import &Export Trade Company on the basis of related research on this subject. Thirdly, it discuss how to cultivate the competence by obtaining the Marketing Competition Advantage and establishing perfect Human Resource System. Finally, it use the methods of enhancing enterprise's information system, implementing Brand strategy, cultivating enterprise culture and building the learning organization, paying more attention on Human Resource and promoting Knowledge management to upgrade the competence of Chongqing Norcom Import & Export Trade Company.
