At present, the enterprisers salary system of our state-owned enterprises is extremely irrational, which, results in the abnormal management of enterprisers and the brain drain. The present enterprisers salary system doesn't lead to an expected motivation and restrain effect. Under such a system, the interests of enterprisers are not protected effectively, and with such a system, enterprises are not competitive in face of fierce competition in the human resources market. These problems arouse the questioning towards our present enterprisers accountability and testing system and salary system, and challenge the distribution system of distribution according to work remaining dominant and the coexistence of a variety of modes of distribution.In the government report made by Minister Wen on March 5 th, 2005,during the 3 rd meeting on 10 th Nationgal People's Representatives Conference ,there is a policy"Regulate the Salary System of State-owned Enterprises."It shows that the central government has paid much attention to the establishment of the motivation and restrain on the enterprises ,especially the aspect of salary .Many cities and provinces are also devoting to researching the revolution of the enterprises despersation. Therefore, it is necessary to accelerate the establishment of a motivation and restrain mechanism which can promote the sound development of our state-owned enterprises, esp. an enterprisers salary system.The paper includes five parts.Part 1: Enterprisers salary system and the significance of this research.Part2: Summary on the present theoretical research on enterprisers salary.Part3: Practical analysis on our enterprisers salary system.Part4: Design of enterprisers salary system.Part 5: Suggestions on the innovation on our enterprisers salary system.
