With the constant progress of the state-owned enterprise reform,the institutionalframework of enterprises is being condensed. It is relative lagging of enterprise’s wholemanagement level with its incompatible one,especially salary management. At present themanagement mode of the state-owned construction enterprises has great disparity from that ofthe modern enterprises. The project management only thinks a lot of progress,quality andcost,but the man power resources management of the project has taken things lightly. Youngpeople of technology and management have not development space, lack essentialencouragement,which causes technical backbones of the project to depart,and the personnelleft having no enthusiasm,or working passively,or looking for other employment changes.However,people are exactly primary resources of enterprises,are the source of enterprise’skey competitiveness,man power resources management is involved in all aspects of theproject management,people’s subjective initiative and Development of the intelligence havegreat influence on raising labor productivity and guaranteeing quality,the subjective initiativeof the administrative staff of the project to operate is the precondition to deal well with theproject progress,the project quality and cost management. Hence,enterprises shouldestablish the new conception of salary management,use the scientific salary managementprocedure,set up rational incentive mechanism,enable the salary to really become theeffective tool to meet the demands of staff,retain staff,keep the competitiveness,constructthe community of the individual and organization.This article is based on practice using literature study methods to collect and analyzerelevant theory of compensation management, and combine empirical researchcompensation management theory with the actual situation. According to the characteristicsof the construction management, combined with market pay conditions, the problems werediscussed, and then set the salary structure of the construction enterprise managementpersonnel to further explore the possibility of the new salary structure to improve the salarystructure of the existing building enterprise have certain value.
