Ability to fast response customer demand about FTQCS is an essential competition factor for mechanical enterprise to participate in the international competition under the economical globalization situation. Time is a key factor to evaluate enterprise capacity, to instruct production and to establish developmental strategy; it becomes a bottle-neck restricting the ability of fast response, therefore time study of product development has vital significance.Based on analysis of agile enterprise's product design and development process, factors influencing product life cycle are analyzed, concluded and summarized. A new kind of time study framework and working process is developed. Product development cycle is divided into several phases, time consumption and its characters of each phase is discussed, thus different models of work measurement strategies corresponding each phase characteristics are established respectively.Because of complexity of factors influencing design time and hardness of quantifying qualitative factors exactly, it is hard to assess product design time. Complexity degree concept is used in converting functional, structural factors and factors associated with designers. Regression analysis and the neural networks are used to analyze and calculate design time of shafts. The results demonstrate that, concept of complexity solves the problem of qualitative factor unable to be quantified; it reflects the characteristic of design time consumption.Manufacture and assembly time is divided into machining time, manual work time and allowances, which is influenced mainly by quantitative factors, and then time analysis model is established. Regression analysis with combined with BPN is used to establish time standard, where regression analysis is used to select key factors and BPN is used to complete time estimation model; then reasonable and accurate time standard is formed.UML is used to establish the formalized description of the Computer Aided Time Standard System (CATSS); JSP and SQL Server are used to complete the system development, the system has realized various stages time standard rapid calculation, establishment and management of time standard. It can reduce tediousness of time study; enhance the efficiency and the accuracy of the time standard formulation. Thepractical application shows that, the CATSS system provides a quite ideal platform for time study of manufacture enterprise.
