Standard Time is the data foundation for production management. The constructionof an accurate and easy-use standard time system is the precondition for delicacymanagement. However, for most of the labor-intensive enterprises in China, eventhough there are urgent needs from management, the construction work for standardtime system falls behind. With support from German MTM Association, and taking awomen footwear manufacturer in China as a study object, the main work of this thesis isto carry out a primary research on how to construct a standard time system for footwearproduction system, based on Methods-Time Measurement.The most important function of standard time system is to supply with accuratestandard time. In this thesis, firstly a primary concept design for the footwearproduction standard time system is accomplished. Then by analyzing186pieces ofvideos, which are recorded for34standard production processes,62operation elementsfor vamp production are drafted. Each operation element is defined and illustrated indetail with MTM-SD system. Then all operation elements are assembled together into adata card. The validity of this data card is verified by two application samples.When using MTM based standard time system to analyze the production process, itcan describe the work motions with structured and quantified data information, whichcan be used to support the production system in the aspects such as efficiency, qualityand safety. Therefore how to make use of the standard time system to help with valueadding analysis, job hazards identification and occupational disease prevention, isbriefly discussed.The work of this thesis can be applied in the following ways: accurate workstandard time can be obtained efficiently by analyzing the work process with the dadacard; value adding analysis can help to improve work efficiency; the identification ofjob hazards and occupational disease risk evaluation can help to improve work safety.
