A Study On The Industrial Harmonious Development And Distribution In Guanzhong Urban Agglomeration

Guanzhong urban cluster congregate 80 percent of science resources and 73 percent of GDP of shaanxi province. It have big potential to develop shaanxi economy, and be think as the principal part of shaanxi economy development, as the core supporting of Eurasia bridge economy zone. The development of Guanzhong urban cluster attracts the government also the academe to research or argue. And the academe have do research on it from different point of view, this dissertation also do research on it but from the point of regional economy & industrial harmonious development and distribution.Firstly, the actuality and process of the industries development in Guanzhong urban cluster are discussed with statistics data and historical information. The Guanzhong urban cluster possess obvious advantages, from it's developed science & technology, stable industrial foundation and high urbanization level etc. However, the problems also exist such as missing big city, the city rank being incontinuity, seldom middle cities and small cities also less developed, in defect of specialization towns etc. The natural resources have an important role in industrial process; and the civilian power and the development of the third industry wait to dig deeply.Secondly, as far as the industrial harmonious development in Guanzhong urban cluster, the conclusion is given by difference coefficient and the quotient of the industry location. The industries in Guanzhong urban cluster evolve slowly, the internal structure is not balanced and the industries distribution is also not balanced.Thirdly, the approaches of industrial harmonious development and distribution are discussed with systematic theory and comparative advantage theory. The development stratagem of"one core several poles, mutual communication in cities and countries, openness to inter also outer"is put forward, except doing research on those stratagems and directions of major cities in Guanzhong urban cluster.Finally, to achieve industrial harmonious development and distribution, there is much to do for every player in the process of the economic development. For the central government, thesame openness level should given each economic area, the autonomic pricing of natural resources should given to local governments and enterprises, and transferring resources is to be applied moderately; as far as the local government, a steady, credible political and law conditions is to be created, the freedom of factors such as human resources and capitals is to be given, and private property rights must to be protected. The concrete steps may be establishing perfect regional economy cooperation mechanism, accelerating industrial quality, constitute rational industrial policy, degrade the proportion of state-owned economy and impelling market institutions evolution etc.
