Science-technology enterprises support the important base to hatch new industry and activate regional economy, and they are not only the important main body for every country to develop high technology industry and establish a national innovation system but also the basic power to promote the upgrade industries and enhance the total competitive power of economy.Comparing with the ordinary enterprises, the products of science-technology enterprises with more technology, contain strong innovative ability therefore, in their initial process, they need aid and support from the country in the environment of law, financing and social service. It is one of the problems in the social construction of credit system how to carry on the credit ratings of these enterprises scientifically, objectively and justly.For the failure to concern on their characteristics of innovative power of technology and high risk in the present credit ratings system for enterprises, how to estimate the credit ratings of science-technology enterprises has important significance.This article first analyzes the theory of credit ratings and its development from the domestic and abroad.Beginning from the analyses of characteristics the science-technology enterprises, this article excavates the most obvious characteristics of science-technology enterprises, and with the reference to the credit ratings index system in domestic and abroad and the base on the research, establish the suitable credit ratings index system of science-technology enterprises .In the article the Analytic Hierarchy Process is used to determine index weights and fuzzy comprehensive evaluation in fuzzy mathematics to evaluate the credit ratings of science-technology enterprises.
