Reserch On Science And Technology Credit Evaluation For Enerprises

As the socialist market economic system continuously improved ,credit as the basis of market economy, will play an increasingly important role. And the establishment and Perfecting of social credit system is an urgent need for the development of China's socialist market economy. Science and technology credit is the actions of Participants of science and technology activities abiding by the promise and practicing the signed agreement. It requires people engaged in science and technology activities to comply with generally accepted standards of conduct and ethics in scientific and technological circles, such as the promise based on honesty and faithfulness and the ability to fulfill agreement.Science and technology credit is a professional credit belonging to a specific field of science and technology.It is a major subsystems of social credit system. In the process of deepening the reform in science and technology systems, establishing a science and technology credit system gradually is the inner requirements for the scientific academia to adapt the socialist market economic development.All kinds of credit loss phenomenon in science and technology activities is still widespread at present, which does serious harm to the normal order of science and technology activities and damages the enthusiasm of science and technology workers. This paper first investigates the various manifestations of the science and technology credit loss, and then discusses the causes of the scientific and technological credit loss starting with the theoretical basis of the issue of the scientific and technological credit. To enhance the scientific and technological credit status of the whole society , we must establish a set of practical science and technology credit evaluation system.This paper studies various components of the science and technology credit evaluation system, including the target, content and the principles should followed,organization management agencies,implement organizations, credit laws, regulations and file management, index system, methods and procedures, information systems,sharing platform and so on.It also summarize the ideas to establish the science and technology credit evaluation system. On the basis of theory studies, according to the specific characteristics of enterprises investigated, this paper establishes a rational evaluation index system, and analyses all kinds of credit evaluation methods including traditional methods of credit evaluation, credit scoring, the neural network model, comprehensive evaluation methods and so on,then analyses the questionnaire data using Grey Correlation evaluation method which is more appropriate. Finally, this paper studies the ideas of the experimental economics and the incentive mechanism in game theory , design an economics experiment, simulates and verifies the front evaluation results.
