Comparative Study Of Development Of Small And Medium-sized Enterprises Cluster (SMES Cluster)

The small and medium-sized enterprises (SMES) are the new power of the economy development of many regions in the world, they are the main force of Chinese sustaining economy development since the reforming and open-up too, they are the main pusher of the economy development in Jiangsu even more. As a new organization between enterprises, the SMES Cluster suffer long-standing vigor for SMES, it is the source of SMES' revival even more. This paper through comparative study of the domestic and international SMES Cluster, according the detail conditions of Jiangsu, discusses the model and pattern of SMES Cluster in Jiangsu.First of all, the SMES Cluster means some enterprises which are interrelated in a certain field gathering in a certain area, it is an organic system which has completely framework, periphery support to industrial system to be sound, and has the characters of agility. The enterprises in SMES Cluster have founded nearly cooperation between each other. This paper make a general analyze of the SMES Cluster, define the conception of SMES Cluster, the forming of SMES Cluster and the basic types of SMES Cluster, study the important function of the SMES Cluster to the country, the district and the enterprises selves.Second, this paper research comparatively of three different international SMES Cluster cases and three different domestic SMES Cluster cases. Three different international SMES Clusters include the Italianism SMES Cluster, the Croatia SMES Cluster and the SMES Cluster which are formed by the multinational corporations' investment. Three different domestic SMES Clusters include the Zhejiang province SMES Cluster, Shandong province SMES Cluster and the Zhongguancun SMES Cluster.Finally, on the basic of analysis in cases, according to the current situation of Jiangsu and analysis of cluster development condition of SMES, explore the SMES Cluster development mode and pattern in Jiangsu. The main types of SMES Cluster in Jiangsu include Spontaneous growing up type, enterprise's expanding type, market driving type, urging type of science and technology, and driving type of the foreign capitals. The development pattern of SMES Cluster of Jiangsu will form three industrial zones: industrial zone of new and high technology, riverine basic industrial zone, and the basic industrial zone of along the east line of Gansu-Qinghai Railway. At the last, to the research done, propose the policies and measures of development of SMES Cluster of Jiangsu.
