Research On The Problem Of Using Postal Savings Capital Independently

In our financial system, Postal saving has its special function, whose role is to adjust the money supply. According to this, the Postal saving could not use its money independently.The mount of grant-in-aid which is used in Postal saving is so large that the central government can't afford. The CBC continued to change the deposit rate in order to speed up the marketing reform of Postal saving. Besides that, the Postal saving itself requires to reform, too. In this sense, to use the money independently is the only choice that the Postal saving face with the risk from market, and it is a sign to be a true Market actor.This paper analyses the experience of Postal saving reform in foreign countries, from which we can conclude that we should learn from the law system, the way the money is used, management construction, the system and product in creation, then promote the reformation of Postal saving in China.We make a deep analyzes in the use of money in Postal saving in this paper. From the risk, the environment and the management in finance, we could see how the construction of Postal saving bank influence the use of money in Postal saving. We conclude that constructing the Postal saving bank plays a significant role in the using of money in Postal saving, based on which we give some suggestion to construct the Postal saving bank.
