The social economy environment is changing complexly day by day, and the uncertainties of economic life are growing day by day , which caused by new technological revolution unceasing advancement, product fast renewal, social demand structure rapid change." The management is the decision-making". There are three stages in decision-making process which is implementation information, the design and the choice, the decision analysis is in the center link. Rough Set theory introduced in early 1980s is a new mathematical method on dealing with imprecise, incompatible and incomplete problems. It provides a new effective approach for knowledge discovery to cope with complexity systems. Recently, Rough Set theory was researched abroad, but there is few research on the risk decision-making evaluation based on the Rough Set theory .Therefore this article studies the Rough Set theory in the foundation, and applies the Rough Set theory in the risk decision-making evaluation. There is the important academic and the practical significance of the research. The main procedures of the body are conducted as the following:First, this article reviewed the Rough Set elementary theory, the decision information system and the expansion of the Rough Set model.Second, the paper has made the further research on the Bayes' Theorem based on Rough Set theory, and has applied it in the risk decision-making appraisal. Finally, the article introduced several commonly used risk decision-making evaluation method, and introduced the process of how to construct the Rough synthetic evaluation matrix based on the Rough Set theory and the Fuzzy appraisal theory as well as theapplication in detail.
