How to build efficient employee appraisal system is one of the hot spots in enterprises the world over and in academic community. This paper discusses the problem of constructing job competency models and appraising employee based on this models, which include BEI(Behavioral Event Interview ) ,enterprise culture and strategy analysis, and so on, for determining the parameters of the competency model including: General Competency Models, Competency Models by Job Family and Leadership Competency Models. AHP algorithm is adopted combined with expert decision vector algorithm to determine the weight of the parameters; besides, the fuzzy synthetic evaluation and estimation-matrix are also applied for overall capacity estimation of the employees. Main achievements have been gained as follows:First of all, this paper explained how to build the competency models and the general theory of employee appraisal, including the method of make target, confirm the targets' weight and select appraisal algorithms.Moreover, this adopted AHP algorithm combined with group of decision direction vector algorithm is used to confirm the targets' weight. As regard to the choice of the project appraisal method, this paper adopted the fuzzy synthetic evaluation theory on the whole, and used estimation-matrix theory on the detail. The appraisal result can be drawn with one dimension vector by this method, which is very convenient to use in making decision. Researches show that how to use Delphi to form evaluation index system and how to obtain the weighted value by using AHP are evident. The comprehensive evaluation system and weight system for enterprise in competency evaluation of employees are obtained.
