State-owned enterprise is the backbone of national economy. It has definite influence for the development of national economy and society process. In recent years, with the continued reforming of market economy system getting more and more wide and deep, the state-owned enterprises that used to occupy the market with monopolized advantages are showing their weaknesses in the fierce competition of the market. It has become an urgently need-to-be-resolved problem for the state-owned enterprises to enhance their own competitiveness to remain a favorable player in the market competition. It was found in a global investigation led by Anderson Consulting and Economists' Information Institution that Human Performance is a crucial factor in an organization's competitiveness. Psychology Contract is a psychological ligament that exists between the employee and the organization, and also plays an important role in the employee's expectation (role-wise, social, economical, etc.) and human performance. Psychological contracts consist of the beliefs that employees hold regarding the terms and conditions of the exchange agreement between themselves and their organizations. To make human resource policy realistically and feasibly, and to enforce the employees' rights and responsibility and thus improve their human performance level, it is necessary to use psychological contracts to get to know what the employees expect of their organizations, and the employees' view on job and value. Henceforth, research of state-owned enterprises' employees' psychological contracts and its effect on their human performance has some practical benefits, especially in such an intensively competitive market environment.
