The 21st century is an era of knowledge economy, it is the fact of that the competition between enterprises or states is for high-tech, knowledge-based high-quality talents. Intellectual employees who are the owners of knowledge are the most valuable asset of enterprises, even are the most valuable asset of the whole society. They make significant senses for economy increasing, Social progress, and enterprise improvement. How to find appropriate method to motivate intellectual employees, through motivating whose Initiative and creativity has become the key factor to enhance enterprise's competitiveness.This paper firstly sums up the previous research results, analyzes several basic motivating theories and the human-oriented theory. Then it systematically sums up the characters of intellectual employees and key factors which can strongly motivate them. Following the thoughts of "purpose-man" human-oriented management theory, this paper explores the intellectual employees' motivating mechanism, puts out the systematically motivating perspective. The content is that in order to found effective intellectual employees motivating mechanism, firstly must clearly know their needs, stand by the start line for their growth, closely integrate their targets to the enterprises'; the workers' self-motivation should be in the core target, meanwhile some technical, tactical means and motivation measures are needed, internal and external motivation form the motivating system, which can fully mobilize the intellectual employees' initiative, enthusiasm and creativity.On this basis, according to the intellectual employees' present situation and the reform need's in Chinese state-owned enterprises, this paper makes an Empirical Study of state-owned enterprises, and builds an effective intellectual employees motivation system for China's state-owned enterprises.
