In recent years, depending on the geography superiority, the export-oriented type economy has obtained the considerable development in Xinjiang. The Xinjiang export amount is situated 14th in nation and the top of northwest 12 provinces.Through the analysis of Xinjiang foreign trade present situation, we find Xinjiang just is a trade channel in foreign trade. In fact, inland product has supported the Xinjiang foreign trade. The lack of exportation manufacturing industry becomes the bottleneck of Xinjiang foreign trade development.According to backwardness present situation of exportation manufacturing industry, the main idea of this article is to establish the exportation manufacturing industry base, which depends on the geography superiority and the resources superiority of Xingjian. Facing potential giant central Asia and deep market, the exportation manufacturing industry base can use international and domestic resources fully, unit the east and export to west, promote the level of Xinjiang foreign trade. The development phase is the exportation manufacture base , industry function area and regional free trading area. This article suggests first we should choose the port which comprehensive conditions are better than others to establish the exportation manufacture base. Using Xinjiang rich resources and relatively inexpensive labor force to develop improvement trade.
