This paper takes three industrial clusters of Harbin as the research object, by means of an introduction of modern cluster theories and demonstrational analysis for conducting a systematic research to the three clusters. Concretely, the theoretical frameworks here are mainly based on Michael E. Porter's cluster theory, and also have absorbed the latest progresses made by other major scholars in the world; in terms of demonstrational analysis, this study conducts the research by combining quantitative and qualitative methods, so as to offer a comprehensive and profound insight of these cases. This paper includes five chapters and a conclusion: The introduction mainly discusses the significance and the value of this study, proposing the research agenda; the second part, discusses the vein of industrial clusters theory by focusing on Michael E. Porter's key points; The third and fourth part, which are the main body of this article, conduct an primary study of the conditions, characteristics, problems and origins of the three industry clusters by demonstrational analysis. It indicates that the three clusters are appearing weak-positive or negative correlations between industrial concentration ratio and contribution ratio. In other words, the effects of agglomeration are not significant to the whole growth in local economy currently. In the meantime, the three clusters have their own characteristics with regard to the route of upgrading, the factor conditions and so on. For example, the embeddedness is changing obviously, the correlation of intra-industry is weak, and there are fewer mechanisms to ensure the share of the same resources, etc. The fifth chapter, proposes the mechanisms about rebuilding, developing and upgrading of Harbin's industrial clusters, and put special emphasis on the issue of strategy, including some viewpoints based on the author's personal experience. As a whole, the conclusion turns to be that these three traditional clusters have great room to be transformed and cultivated for a further growth. Therefore, the government should go beyond the limits of the region, the industry, the system and the system of ownership to speed up the implementation of the cluster strategy.
