Passing through more than twenty years high-speed development, Chinese telecom industry have become a great telecom country from laggard telecom country. Now we own 7.6 hundred million telecom consumers (3.5 hundred million fixed consumers and 4.1 hundred million mobile consumers) and 1.11 hundred million internet consumers. But recent years, the increasing of Chinese telecom industry is becoming lower and lower. It is a history that the increasing is several time than GDP of China. The operators who are used to high-speed have to invest more money to develop new services as to discover the new underlying market and dispute the consumers from the competitors. However, out-of order competition and repeated investment have not changed the actuality. Analysis and study of investment benefit is the weakness to every operator. In addition to, telecom general service bring into effect like a snail. One side, the operators competes with others not considering the cost. On the other hand, some place demand the capital like a baby who demand the milk. This paper will study these problems from the course of development of Chinese telecom industry, investment benefit analysis of Chinese operators comparing with the foreign operator and study of the general service of Chinese telecom. The emphases are on the analysis of the investment benefit and investment impulse of operators. We hope to establish a fair and order competitive circumstance, enhance the benefit of investment, enable the operators to develop healthily and steadily. Consequently, we also hope to change the status of area imbalance and achieve harmonious development of the whole Chinese telecom industry.
