Under the background of economic globalization, telecom operation is opening much more and faster and international competition is becoming keen. Many overseas telecom operators gain scale advantage, integrate resources, in search of new point of profit increase and promote the core competitive power of the enterprise. After join in the WTO, telecom operation of Chinese is opening to the outside world stage by stage. At the same time, the global telecom operation presents the development trend of telecom service convergence and strategic transformation of operators. Telecom operators of Chinese are facing the competition from overseas telecom operators and begin to "going global" to respond the vocation of Chinese government. However, Chinese telecom operators are short of experiences of international service operation. Which path they can choose to "going global"? How to avoid the traps of international M&A? How to treat with the complicated and variable international environment to implement international operation and realize sustainable development? All of these are questions for discussion.This article research the questions mentioned above. The first chapter is foreword, which retrospect literature briefly. In the second chapter, the author analyses the background and situation of international operation of telecom. The third chapter expounds the actuality of international operation of Chinese telecom operators and the problems in the course of international operation. The fourth chapter analyses the international competitive power of Chinese telecom operators, such as advantages, disadvantage, opportunities and challenges. The fifth chapter is core content of the article. Based on the analysis of overseas telecom operators'experiences, the author puts forward the M&A as the preferred path of international operation for Chinese telecom operators, and propose to implement integration after M&A and realize sustainable development. The ultimate target is to turn the enterprise into true level international telecom operator. In the conclusion part, the author point out farther that M&A is the first choice to enter the target market fleetly, integrate resources, extend the culture of enterprise, build strong brand and realize international operation.The author analyses experiences of overseas telecom operators comprehensively and systemically through a great deal of cases. Comparing with other literatures, this article embodies cases newer and more extensive. The author puts forward the M&A as the preferred path of international operation, which is more straightforward than other literatures. This article also discusses a lot about integrate strategies and operate strategies after M&A and that the other literatures emphasized particularly on the M&A itself and rarely mentioned the operate strategies.
