Manpower resource is playing very important and active role as the most important and active element in mordem enterprises. It is of high significance in the development of enterprise because manpower contribute greatly to the full development of enterprise. Without consideration of manpower, the human element, the enterprise may become less competitive in the economic globalization.With China entering the WTO, it faces both the opportunities and challenges at the same time. On the one hand, economic globalization brings us the useful resources in funds, technology and management. On the other hand, the enterprises also face problems as to how to survive in competition, how to seek development in the knowledge - economy society. We should realize that the competition between enterprises is actually the competition of core competitiveness which includes manpower resource, characterized management, enterprise's culture in addition to product, technique, funds that are thought as the most important in the past.The study aims to analyze the situation of China United Telecom Company, Guizhou branch and explore its internal working system, manpower management combined with the economy globalization background. The study proposes that the enterprise should take the "people" as the core by establishing a reasonable system to pick up and find excellent talents and create a better environment for enterprise's culture and learning culture.Reforming the manpower resource management can contribute to the long-term development of Guizhou United Telecom Company, building up the core competitiveness in the international market. It can also improve the environment in which the configuration of manpower resource is undesirable, the brain drain constantly happened and the staff's activities have not been fully stimulated. From the developing of views, Guizhou United Telecom Company should create a better environment in which the enterprise' culture will be perfected and a set of manpower management system should be established to make the best use of manpower resource and build up the core competitiveness and become more competitive home and abroad.
