| In many resources, the manpower resource is the first important one. China, which is the first big country with most population in the world, has the advantage of with abundant population resources. The abundant manpower resources and low labor force cost constitute the important conditions which strengthen the competence of international competition., accelerate capital and property's accumulating and speed up the economic development. In addition, in China, most people live in the countryside and their knowledge and techniques fall behind. Therefore, the basic path that scoops out and molds manpower resources is raising farmers' qualities. Against urbanization of our country's construction and development, this thesis discusses the problems of manpower resources and man manpower cost , makes an analysis of the value and profit of manpower capital and lays particular emphasis on exploring that people in the countryside are potential manpower resources and analyzes the causes they are produced. And advances that the basic path of developing the countryside's potential manpower resources exists in speeding up the development of education in the countryside, setting up and perfecting its labor market and system, reinforcing its public health and basic medical service system construction, etc. On the basis of above this thesis makes a further exploration on the reality and necessity of its manpower capital fluxion. From the perspective of theory and practice, it concludes that only through reforming countryside education system and the land use system can we liberate farmers from their land by the root, raise their qualities, speed up the fluxion of manpower capital, keep the balance of between city and countryside, quicken the process of urbanization, construct a complete well-being society, change our country from a population big country into a population strong country and get into a developed country from a developing country soon. |
