In recent years, along with developing of the western region, and advancing an old and industrial base of northeast, the orientation and alignment of the central part arouse great concerns again. The central part now has become"pot bottom"of the investment growth. Hubei is a big province in the central region and also an economic strong province once in Chinese history,which has made great contributions to Chinese prosperity and economy development.However , since the 1980s , Hubei Province has been rising very slowly in economy development,and the gap between the flourishing regions is broadening. Therefore, it is far lagging behind the eastern region. This condition couldn't match with the well—known name"nine province main thoroughfares",and couldn't be in accordance with the Chinese interior center as well as the identity of numerous universities and institutions.The reform of open policy has been carrying out for more than 20 years,and the Chinese economy has had enormous changes. According to the developing experience and our intuition, we can conclude : the more non-state-operated economy developed, the quicker the speed of the economic development is, the bigger the potential of the growth would be. Non-state-operated economy has a prominent function to Hubei,"central part rising"strategy, in fact,will help flourish the non-state-operated economy necessarily.This thesis makes use of the not-balanced growth theories in the western economics to analyze the macroscopic economic policy in China. Under the background of"central part rising",we pay great attention to the theories of the growth pole to elaborate the strategic choice of Hubei in the economy growth.This thesis is divided into five chapters totally. Chapter 1 is mainly a related economic theory. Chapter 2 is an overall introduction and discusses central part rising strategy in detail. Chapter 3 analyzes the present advantageous position and the development of non-state-operated economy in Hubei. Chapter 4 details that"central part rising"strategy would have a positive effect on non-state-operated economy in Hubei,and the last chapter puts forward some suggestions to Hubei economy rising.
